October 20, 2009 (HOUSTON, TX) — To highlight the diversity of Houston and the city’s commitment to civic engagement, Boat People SOS (BPSOS) is partnering up with Mayor Bill White and sponsoring Houston’s First Annual Citizenship Week from November 16-20th, 2009. As an event to connect the city to its youth, BPSOS will be hosting “A Time to Write,” a citywide story contest that will be open to all students grades 4-12 in the Greater Houston Area.

The month-long event, which is expected to draw talented writers from Houston, Alief and various other Harris County school districts, will challenge students to respond to Joseph Campbell’s quote, “the privilege of a lifetime is being who you are,” by reflecting on what being a Houstonian means to them. The story contest will also provide an opportunity for the city to celebrate its diversity through the writings of its youngest residents and future leaders.

Applicants will be judged on their creativity and content. Nine finalists from the elementary, junior high and high school grade levels will be selected to share their stories at an awards ceremony to take place on Friday, November 20, 2009 from 7-9 PM in Southwest Houston. Community-sponsored prizes and awards will also be given to the finalists.

The contest, which is open to all Houston-area students until Friday, November 13, 2009, is just one of many activities BPSOS participates in to enhance civic engagement. The organization has long provided services and advocacy to Houston’s immigrant and refugee communities, and hopes that its participation in the city’s first Citizenship Week will increase cultural awareness among the youth.

“Houston has long been heralded as a city of great diversity and global influence,” said Trish Nguyen, BPSOS-Houston Senior Branch Office Manager.

“We hope that the contest will not only connect Houston’s many communities together, but will also inspire students to think about what the city means to them.”

If you would like more information on the “A Time to Write” contest or would like to partner with BPSOS in the Houston 1st Annual Citizenship Week, please contact Amy Nguyen by phone 832-434-1830 or by email at amy.nguyen@bpsos.org.

Water spinach, or “rau muong” in Vietnamese, is a leaf vegetable used extensively in Malay, Chinese, and Southeast Asian cuisine and part of the staple diet of many Asian Americans. Due to its high growth rate, which has caused it to become an environmental problem, it is listed as a “noxious weed” under the Federal Noxious Weed Act (the term “noxious” refers to its effect on the environment, not to any toxicity). However, many states offer permits due to its importance as a crop for Asian growers and markets.

In Texas, water spinach is a multi-million dollar industry. It has been grown and sold in Texas for the past 30 years and offered as a popular dish in most Asian restaurants. Ironically, it has been listed on the state’s “Harmful or Potentially Harmful Exotic Fish, Shellfish and Aquatic Plants” list, which makes it illegal for anyone to sell, purchase or grow the vegetable.

“Water spinach was listed on the Prohibited Plant Species list because of its weed potential — there was a fear that it would take over native species and clog waterways in Texas,” said Duc Truong, BPSOS Advocacy Coordinator. “However, there are ways to grow this crop responsibly. The species that is being grown in Texas grows in damp soil, not water, so the risk is minimal. Plus, it would never survive the cold winters in Texas in natural water habitats.”

The Texas Parks and Wildlife Commissioners held a hearing in May to discuss a proposal to allow for the sale, possession and cultivation of water spinach provided that it is strictly regulated.

“The Texas Parks and Wildlife Department completed a risk analysis on water spinach and concluded that there is a low risk that it will grow in the wild with little potential for environmental damage in Texas,” said Truong. “The proposed rules set by the Department will allow for the regulation of the vegetable and how to stop an outbreak, if it ever occurred.”

The proposed rules would implement a regulatory system that would require growers to acquire an exotic species permit issued by the department. The rules would also establish standards for growing facilities, require facility inspections, impose recordkeeping and reporting requirements, and prescribe processing and packaging standards, including standards for transportation.

The issue has garnered much concern from the Asian American community, especially Cambodians growers who are directly affected. “We (Cambodian American growers) did not do anything wrong. We have grown water spinach since March 1985, we worked with Commissioner of Agriculture and Commissioner of Land, we leased 62 acres from Texas State Land until 1991 when we had our farmers trained and they bought their own land. We never had any problem,” said Yani Keo Rose, former president of the Cambodian American community and Founder of Cambodian Gardens, a community of Cambodian growers. “Now we have more than 100 farmer families who worry about their livelihood; they are happy that someone is doing something to help them.”

BPSOS supports the newly proposed rules which ensure adequate regulation of “water spinach” while at the same time, protect the livelihood of hundreds of grower families who are directly affected, the economic interests of Asian restaurant businesses, and the cultural norms of our Asian communities.

The Commissioners are expected to vote on the proposed regulations on November 5th.

# # #

Founded in 1980 to rescue Vietnamese boat people at sea, BPSOS (formerly known as Boat People S.O.S.) is a national Vietnamese American community-based organization with 16 branch offices across the US. Our mission is to assist Vietnamese refugees and immigrants in their search for a life in liberty and dignity by empowering, equipping and organizing Vietnamese American communities. Since 1997, BPSOS has developed programs and services to assist local community members in immigration services, financial literacy, health awareness, ESL for naturalization, and other human, social, and educational service programs.

On Saturday, October 3rd, BPSOS hosted a Service Fair at the Vietnamese Civic Center featuring services and programs from the Houston Fire Department, Harris County Hospital District, City of Houston Public Library and the Community Emergency Response Team. The event’s main purpose was to get the community to listen to fire safety tips and learn hurricane preparedness tips.

“We wanted to give our clients a venue where they could sit, listen, and ask questions about some of Houston’s services,” said Cassady Le, event coordinator. “The city provided us with Vietnamese-translated material which was really effective with getting our attendees’ attention.”

Although the event was scheduled to start at 11 o’clock in the morning, attendees were already lining up as early as 9 AM.

“I want to make sure I get a free smoke detector from the Houston Fire Department,” said one elderly attendee.

After doors opened, the attendees took their seat and listened to a 30-minute presentation from the Houston Fire Department and Community Emergency Response Team. Following the presentations, participants were able to walk around and sign up for services such as a library card from the Houston Public Library and register for CHIP applications. With approximately 90 attendees, the Service Fair ended in an hour and a half.

“I was glad the participants asked a lot of questions about our 2-1-1 services. The information we were able to share will help individuals find assistance for services, [such as food, shelter, disaster relief, and after-school programs]” said Jackie Miller from the City of Houston. “We were able to sign up registrants for 2-1-1 transportation.”

BPSOS exists to empower the Vietnamese communities, and through events such as the Service Fair, we are able to supply the community with knowledge that will help in their search for a life in liberty and dignity.

Kevin Badeaux is a case manager for the Port Arthur, Texas office, assigned to work with English and Spanish speaking clients. He is a native of Port Arthur, the eldest of seven children and has eleven nieces and nephews. After graduation from Bishop Byrne High School, Kevin attended Rice University in Houston and earned a B.A. in Political Science, Psychology and Legal Studies. After attending seminary, Kevin spent 25 years in the ministry. This gave him extensive experience in working with people of various cultures as well as involvement in community organizing. Kevin loves to travel and has been fortunate to be able to pursue further studies in Rome, Paris and Cuernavaca (Mexico). Kevin enjoys studying languages and in his time with BPSOS hopes to improve his (very) rudimentary knowledge of Vietnamese.

Kevin has a great empathy for people recovering from crisis situations, especially those facing linguistic or cultural barriers. He has enjoyed his work as part of the BPSOS team so far and looks forward to a great experience.
